Interactivity
A message (the icon and the text) has been printed on the bubble. The bubble has been put at a place which is corresponding to its environment. A tag is hanging under the bubble. The tag says "Forgotten by (an empty space)". It is waiting for you sign your name.
The tag allows the viewers to participate in completing the design. I believe an interactivity can make a design much more attractive.
This tag interactivity makes people admit what they have forgotten. By doing this, people are going to be more easy-going with forgetfulness.

"Where do forgotten thoughts go?" I think of a room filled with dozens even hundreds of balloons. I think if you find a way to show this abundance, like a crazy stupid amount of forgotten thoughts in a physical space, it would be so interesting and would make me go "WOW!"
I think one key thing here is to let others see that everyone can be forgetful, and that nobody is safe from this. It may make the forgetful person also less nervous about forgetting, if he or she knows and understands that he or she is not alone. So if they have this belief in them, they will treat the next forgetful person beside them with much more ease and lightness.
