How would people interact with it? I think it would be good as a signage system. If used to remind people of things. Example, balloons placed by the finance office at school to remind students not to forget paying tuition. Don't know.
I agree that this as a signage system can really work. Instead of informing others of where the washrooms or financial services are, it could inform the public what actions take place in these locations, and perhaps what other things others might tend to forget.
It would then give the location a bit more of a human component and feeling, and not simply a technical or serious environment.
In the case of ECU, I think we need more things like that: projects with heart, and a bit more playful to remind us that it's not all about getting out with a degree but taking time to enjoy the experience & privilege of being in school.

First of all, I like seeing you start to work with real objects - balloons and what not. Really helps to start thinking about what this will be (and feel like) physically.
Second, I agree with the above comments. This project, while carrying with it all of your hardwork and research can (and perhaps should) be playfull. The idea of forgetfulness could also be the idea of remembering more. Like Ginger said, the standard - where things are - could become more personal thoughts associated with them > nice view here, great spot to read. In essence, a physical location-based "thought" of sorts.
